Ms. Lhamo Tsering Kongtsa has served as a civil servant in the Central Tibetan Administration (CTA) for over 28 years. She has studied in Tibetan Children’s Village (TCV) Upper Dharamshala, and has done her higher education from University of Vermont, USA.

In her long span of serving at the CTA, Ms. Kongtsa has worked as a Secretary and Cashier at the Public Service Commission, Accountant Secretary at the Darjeeling Tibetan Settlement Office, Administrative Tasks at the Department of Security, and Food distribution bookkeeping and responding to Government of India auditors in the Catholic Relief Service (CRS) Food Relief Section under the Department of Home.

During her service at the Cabinet Secretariat (Kashag Secretariat), she served directly under the guidance of three consecutive Cabinets (Kashags), managing a team of approximately 20 staff members. Responsibilities included attending Cabinet meetings to take minutes, recording agendas, and document resolutions, handling official correspondence between the central and regional offices, general administrative duties and serving as Private Secretary to the Cabinet Secretary, managing all matters, large and small, regarding staff transfers and placements, archiving and maintaining official documents, serving as a staff member for the Standing Strategic Planning Committee, among others.

She has served for one year handling secretarial, cashier, and administrative duties at the South Zone Office (Bangalore), and served as the Acting Settlement Officer at Tezu Dhargyeling Tibetan Settlement Office.

Ms. Kongtsa has participated in several official and private short-term certificate courses including Administrative management, strategy, and control from the Indian Institute of Public Administration (IIPA), Govt. of India; Leadership, international relations, and intensive English language training from O.P. Jindal Global University, India; and completed a computer certificate course from Aptech Institute, Darjeeling. Ms. Lhamo Tsering Kongtsa is a member of the 18^thTibetan Parliament-in-Exile from Utsang province.
