Mr. Kalsang Tsering escaped from Tibet into exile in 1985. Through the profound benevolence of His Holiness the 14th Dalai Lama, he received the opportunity to receive both traditional and modern education, studying at the Tibetan Homes Foundation (THF) Mussoorie and subsequently at Delhi University. During his student years, he served as the school’s Head Boy (General School Prefect) and later as the President of the Regional Tibetan Youth Congress (RTYC) in Delhi.

He dedicated approximately 17 years to serving as an official within the Central Tibetan Administration, initially posted at the Bureau of His Holiness the Dalai Lama in New Delhi 2003. In 2005, he was transferred to the Cabinet Secretariat (Kashag Secretariat) where he served as the Secretary for the Task Force on Sino-Tibetan Negotiations, operating under the direct supervision of the Kalon Tripa (Prime Minister) Prof. Samdhong Rinpoche.

Following the resumption of official Sino-Tibetan dialogues in 2002, he had the historic opportunity to travel directly to China as part of the delegation led by the two Special Envoys of His Holiness the Dalai Lama.

He resettled in Australia under the resettlement program for former Tibetan political prisoners and their families in 2020 and shortly after his arrival, he assumed leadership roles, serving as the President of the ACT Tibetan Community and subsequently as the Chair of the Australian Tibetan Communities Association.

He also contributed his expertise as a board member of the Tibet Information Office’s Tibetan Cultural Centre and as a board director of the Australia Tibet Council (ATC).

He actively participated in Tibet advocacy efforts, meeting with numerous Members of Parliament and notably holding a meeting with the Australian Foreign Minister and continues to contribute to the community as a volunteer teacher at the local weekend Tibetan language school.

From 2022, he has been working as a civil servant for the Australian Capital Territory (ACT) Government in Canberra and was elected as a Member of the 18^th Tibetan Parliament-in-Exile representing the Australasia region in 2026.
