Second-Day of Second Session of 18th Tibetan Parliament-in-Exile.

Dharamshala, 17 September 2026: The second day of the second session of the 18th Tibetan Parliament-in-Exile began with deliberations on the annual report of the Department of Religion and Culture (DoR&C). The DoR&C Kalon, Tsegyal Chukya Dranyi, provided the necessary clarifications in response to questions raised during the previous sitting.

Thereafter, the Parliament continued its proceedings with the presentation of the précis of the 2025–2026 annual report of the Department of Home (DoH) by the Department’s Kalon, Palden Dhondup.

This was followed by the presentation of the Standing Committee’s reviewed report on the detailed 2025–2026 annual report of the Department of Home by Parliamentarian Choedak Gyatso. A motion to debate the aforesaid report was then tabled by Parliamentarian Kunchok Chodon Juchen and supported by Parliamentarian Choedak Gyatso. Subsequently, Kalon Palden Dhondup presented the Kashag’s (Cabinet) clarification on the Standing Committee’s reviewed report of the Department of Home.

The session continued with deliberations on the DoH’s report and the Kashag’s clarification, during which Parliamentarians raised questions concerning the implementation of India’s 2014 Tibetan Rehabilitation Policy; statistical data pertaining to the Nyamdak (underprivileged) classification; progress on the Bring Back Compact Community (BBCC) relocation initiative; specifics of agricultural settlements; vocational training and skill-development initiatives for Tibetan youth; the successful registration of land under the Central Tibetan Relief Committee (CTRC); sustaining Tibetan settlements, and additional relevant issues.

Kalon Palden Dhondup provided the necessary clarifications and responses to the questions raised by the Parliamentarians.

The deliberations on the DoH’s report will continue tomorrow in tomorrow’s sitting.
