Third Day of Second Session of 18th Tibetan Parliament-in-Exile

Dharamshala, 18 September 2026: The third day of the second session of the 18th Tibetan Parliament-in-Exile commenced with the consideration of two Private Members’ Resolutions.

The first Private Member’s Resolution was moved by Parliamentarian Sangye Dorjee and seconded by Parliamentarian Gyaltsen Choekye Gagya. The resolution, seeking to pursuit Tibetan independence struggle, failed to secure the required number of votes to be admitted for debate in parliament.

The second Private Member’s Resolution was moved by Parliamentarian Lhakpa Tsering and seconded by Parliamentarian Gyaltsen Choekye Gagya. The resolution sought to promote the use of the Tibetan language, without mixing it with other languages, by the leaders, officials, and staff of the Central Tibetan Administration in carrying out their official duties. The resolution was put to a vote and was adopted by the House.

The session thereafter proceeded to the first and second readings of a proposed amendment to the Charter of the Tibetans in Exile. The proposed amendment was moved by Parliamentarian Kalsang Phuntsok Godruk and seconded by Parliamentarian Thupten Gyatso.

The proposed amendment sought to alter the composition of the Standing Committee by providing for the inclusion of representatives from among parliamentarians representing Tibetans in North and South America; Europe; and Australasia and Asia, excluding India, Nepal and Bhutan. The amendment was put to vote and failed to secure a two-thirds majority.

The session continued with deliberation on the annual report of the Department of Home (DoH) with its Kalon Palden Dhondup providing clarifications on the questions raised in the house.

The House also welcomed a delegation from the Tibet Fund, including Board members Mickey Lemle, Chair; Jigme Shingsar, Secretary; Rinchen Dharlo; Ethan Goldings; Tsewang Namgyal; Champa Weinreb; and Keith Allen Timko, Senior Advisor. Tibet Fund guests Leeann Lahren, Deki Nora Topden, and Puntha Suemklang Goldings also attended the ongoing session as observers.

Today’s session adjourned at 5 pm.
