Dharamshala, 24 September 2026: Chaired by Speaker Dolma Tsering Teykhang, the eighth day of the second session of the 18th Tibetan Parliament-in-Exile commenced with the first and second readings of legislative matters.

The proposed amendments to Article 14 (II), (III) and (IV); Article 15 (I) and (III); Article 16 (I), (II) and (IV); Article 19 (V); and Article 20 of the Rules of the Public Service Commission, tabled by Sikyong Penpa Tsering and supported by Kalon Tsegyal Chukya Dranyi of the Department of Religion and Culture (DoR&C), were deliberated upon and subsequently advanced to the third reading with unanimous consent. The proposed amendments to Article 13 (I) and (II) and Article 21 (I) were also advanced to the third reading after securing the requisite two-thirds majority.

The afternoon session was chaired by Deputy Speaker Khenpo Sonam Tenphel. The House then proceeded with deliberations on the report of the Department of Security (DoS). DoS Kalon Kunga Tashi responded to questions raised by members of the House and provided clarifications on matters including Chinese transnational repression, the security of His Holiness the Dalai Lama, the forgery of CTA official letterheads, and other related issues.

The session continued with the presentation of the précis report for 2025–2026 of the Department of Information and International Relations (DIIR) by its Kalon and incumbent Sikyong, Penpa Tsering. This was followed by the presentation of the Standing Committee’s reviewed report on the DIIR’s detailed annual report for 2025–2026 by Parliamentarian Tenpa Yarphel.

A motion to deliberate on the DIIR’s annual report was moved by Parliamentarian Gyaltsen Choekye Gagya and seconded by Parliamentarian Gonpo Dhundup. Thereafter, the DIIR Kalon presented the Kashag’s clarifications in response to the deliberations and questions raised in the House.

DIIR Kalon Penpa Tsering provided clarifications in response to questions concerning various undertakings of the department, including measures to maximize the benefits of Tibetan summer camps for Tibetan children born and raised in the West; the screening of the film Man of Peace; the participation of Chinese studies scholars, experts, and human rights activists in the Democratic China and Future of Tibet Forum; and others. The discussion on the DIIR’s report will continue in tomorrow’s session.
