Mr. Dawa Tsering Bari has served as a civil servant for 32 years, from 1993 to 2025. Within that period, he dedicated 14 years to introducing the Tibetan cause to Chinese people, as well as establishing Chinese-language websites and magazines.

Following that, during a tenure of about 13 years as the Representative of the Office of Tibet in Taiwan, he has legally battled for many years against Chinese religious centers that defamed His Holiness the Dalai Lama and propagated fake Tibetan Buddhism. Won the lawsuits and compelled them to publish public apologies in newspapers. Additionally, established the legally recognized Gangjong Publishing House, which published over 40 books on Tibetan issues and distributed Chinese-language magazines. Successfully brought about the closure of the Mongolian and Tibetan Affairs Commission (MTAC) and established the Tibetan Buddhist Association, among other achievements. Also served as the Director of the Tibet Policy Institute (TPI) for about 4 years, and as a member of the Sino-Tibetan Dialogue’s Task Force for 22 years.

He has authored books in both Chinese and Tibetan, as well as over one hundred articles in total.

Currently, He is serving as an elected member of the 18th Tibetan Parliament-in-Exile from Dotoe province.
