Mr. Dawa Tsering was born in Dhingri Rachu, Tibet. While studying at Central School for Tibetan, Dalhousie and Central School for Tibetan, Shimla, he was appointed group leader and school captain. He has extensive experience in doing diverse works and social services which includes working as a peon at the office of Tibetan Youth Congress from 1977 to 1983, and executive committee member of Mcleod Youth Association and Regional Tibetan Youth Congress, Dharamsala from 1967-1986. He founded Yongling school in 1984 and worked as an accountant and cashier of UTCV branch of Men-Tsee-Khang from 1986-1992, Secretary (advisory) of National Democratic Party of Tibet from 1994-1998.

Mr. Tsering was elected settlement officer of Dharamsala two times from 1992-2001. He continued to be the settlement officer of Dharamshala even though he was elected as a member of parliament in 1996. In 1995, he took responsivity of the Vice President and advisor of the Indo-Tibetan Friendship Association. Likewise, he also took the initiative of setting up the Parents Association and was successful in procuring a school bus in 1996. He has also worked at the Bharat Tibat Sahyog Manch  (BTSM) since 1998.

During the 2001 earthquake in Gujarat, he led the volunteers to provide relief. He worked as the President of Choice, a Tibetan NGO. He also launched and conducted patriotism campaigns directed at youth, founded the Samten Choeling Nunnery to provide shelter and care for nuns who, due to age or lack of formal educational qualifications, were not accepted into any other established nunnery organization, established the Tibetan Unemployed Association, founded the Introduction to Buddhism Committee Dharamshala, and established the Dolma Shelphreng Industrial Workshop. Through these initiatives, employment opportunities have been provided up to the present day for over a hundred Tibetans, including new arrivals from all three provinces of Tibet, the unemployed, and individuals struggling with drug and alcohol addiction. From 2007-2024, shouldered the responsibility of organizing His Holiness the Dalai Lama’s teaching to Tibetan youth by Introduction to Buddhism Committee Dharamshala jointly with Tibetan Children’s Village.

He also founded the Middle Way People’s Movement Office, opened a branch of the IGNOU (Indira Gandhi National Open University), received awards for social service from the Tibetan Youth Congress (1989) and a social service recognition award in the United States (2001), both presented in the presence of and blessed by His Holiness the Dalai Lama, and provided personal care, rehabilitation, and support to over 30 underprivileged Tibetans, specifically focusing on homeless youth and individuals suffering from drug and alcohol addiction.

Mr. Tsering was previously nominated by His Holiness the Dalai Lama for the 13^th Assembly of Tibetan People’s Deputies in 2001 and was elected to the 14^th, 15^th, 16^th and 17^th  Tibetan Parliament-in-Exile. He is currently serving as the President of the Central U-Tsang Executive Committee, Director of the Kunphen Office, and a member of the 18th Tibetan Parliament-in-Exile from Utsang province.
