Mr. Serta Tsultrim was born in Serta, Kham, Tibet. He studied both the common and specialized fields of traditional Tibetan knowledge at institutions such as Larung Gar and other centers in Serta.

After arriving in exile, he worked in editorial and research positions at the Department of Religion and Culture of the Central Tibetan Administration and at the Norbulingka Institute for Tibetan Culture.

In 2003, he founded the Kawa Karpo Tibetan Cultural Service Center and assumed responsibility as the Editor-in-Chief of the Tibetan weekly newspaper Bod Kyi Bangchen. He has written and published numerous articles and has also authored many books.

He served as a representative for Dotoe in the 14^th, 15^th, 16^th, and 17^th Tibetan Parliament-in-Exile. In particular, during the 17^th TPiE, he chaired the Rules and Regulation Review Committee, as well as the committee that investigated the financial risks and conditions of the Gang Jong Development Finance Private Limited (GDP). He carried out these responsibilities effectively and conscientiously.

For more than twenty years, he has devoted himself to public service and has worked diligently and consistently in fulfilling his duties as a member of parliament with sincerity and commitment.

Having received strong support from the people of Dotoe in the election for the 18^th Tibetan Parliament-in-Exile, he remains firmly committed to continuing his public service to the best of his abilities and to carrying forward his work for the common goal.
