Mr. Thupten Gyatso was born in Lorba village, Tsawur township, Trochu County, within the Gyalmo Tsawa Rong region of Eastern Tibet. He studied until Pharchin /Master of Prajnaparamita (a degree of Buddhist Philosophy) at Mugye Monastery in Tibet.  He came into exile to India in 1991 and studied at TCV school Suja. To continue his education, he joined the Central Institute of Higher Tibetan Studies (CIHTS), Varanasi, and studied Tibetan culture and studies for three years.

In 1998, he moved to France, studied French language until 2002. He then studied law at the Sorbonne University, Paris, and studied Traditional Chinese Medicine (TCM) and various clinical practices at a school of Chinese medicine in France, from 2011 to 2015. He served as the President of the France Tibetan Association from 2003 to 2015 for five consecutive terms and as the President of the France Domey Association from 2017 to 2019. He founded and served as the director of Jamtse School.

He was previously elected to the 17^th Tibetan Parliament-in-Exile representing Europe from 2021 to 2026. In 2026, he  was re-elected as a Member of the 18^th Tibetan Parliament-in-Exile for Europe, a role currently being served.
