Ms. Tenzin Yangkar grew up in the Mundgod Doeguling Tibetan Settlement. She completed her schooling from Class I to XII at the Central School for Tibetans (CST) Mundgod. During her school years, she received the Best Girl Student Award from the Department of Education (Central Tibetan Administration) and served as a school prefect.

She went on to graduate with a Master of Commerce (M.Com) degree from Karnataka University and also completed studies in Computer Applications.

From 1995 to 2014, she dedicated herself to public service within the Tibetan administration beginning with her service at the Mundgod Doeguling Tibetan Settlment Office, subsequently joined the Central Tibetan Relief Committee (CTRC) under the CTA, serving in various capacities. Key responsibilities included computer section staff member, relief secretary, director of planning and youth support projects, and accountant, and on several occasions, she had the opportunity to serve as the Acting Settlement Officer.

She has been actively involved in grassroots community welfare and voluntary services, serving as a private tutor, treasurer, and accountant in Camp No. 8, assisting with advocacy and official correspondence for the local Tibetan Women’s Association and Tibetan Youth Congress, as well as serving as a correspondence assistant for the Parent-Teacher Association (PTA).

She also conducted financial audits for the local Lhamo (Tibetan Opera) Association and the Jangchub Choeling Nunnery and served as a member of the Local Emergency Committee during the 2008 protest of Tibet. She also worked as a liaison assistant for the Indo-Tibetan Coordination Office and Friendship Association.

From 2023 to 2024, she served as the President of The Call of General Public, a grassroots community organization.During her tenure, she organized two major petition campaigns in Dharamshala, marking a historic first with hundreds of members of the public participating, appealing to the 17^th Tibetan Parliament-in-Exile to reinstate the Tibetan Supreme Justice Commission. This movement successfully culminated in the reinstatement of the Supreme Justice Commission during the parliamentary session in September 2024.

She currently serves as an executive member of the The Global Tibetan Movement for the Middle Way Approach in France and the Call of General Public. She is a Member of the 18^th Tibetan Parliament-in-Exile from Europe.
