MR THUPTEN GYATSO was born on 1st January 1971. He studied until Pharchin /Master of Prajnaparamita (a degree of Buddhist Philosophy) at Mugye Monastery in Tibet.  He came into exile to India in 1991 and studied at TCV school Suja. To continue his education, he joined the Central Institute of Higher Tibetan Studies (CIHTS), Varanasi.

In 1998, he moved to France, studied French, and completed the diploma equivalent of the 12th standard in 2002. He then studied law at the Sorbonne University, Paris, and studied traditional Chinese medicine from 2011 to 2015 from a medical institute there. He served as the President of the France Tibetan Association from 2003 to 2015 and as the President of the France Dhomey Association from 2017 to 2019. He was also the director of Jamtse School. Currently, he is a member of the 17th Tibetan Parliament-in-Exile from Europe and Africa.
