Deputy Speaker Khenpo Sonam Tenphel Educates New CTA Recruits on Charter of Tibetans in Exile

Dharamshala, 1 September 2026: As part of the Public Service Commission (PSC)’s Implementation Readiness Training Program (IRTP), Deputy Speaker Khenpo Sonam Tenphel of the Tibetan Parliament-in-Exile today addressed a new batch of CTA civil servant recruits on the Charter of the Tibetans in Exile.

The session provided participants with an overview of the key articles and provisions of the Charter, with a particular focus on strengthening their understanding of the constitutional and legal framework governing the functioning of the Central Tibetan Administration (CTA). It also highlighted the respective roles, responsibilities and institutional relationships within the CTA’s system of governance.

The Public Service Commission (PSC) of the Central Tibetan Administration has commenced a 20-day Implementation Readiness Training Program for a new batch of CTA civil servant recruits at the Administrative Training and Welfare Society in Dharamshala.

The training program began this morning and will conclude on 19 September 2026. A total of 17 participants are attending the program, comprising 13 newly selected civil servants who entered the CTA through the competitive entrance examination, along with four serving civil servants who were unable to attend the previous training program.
