Dharamshala, 21 March 2026: Chaired by Speaker Khenpo Sonam Tenphel, the sixth day of the 11th session of the 17th Tibetan Parliament-in-Exile saw the passage of the first reading of the Rules and Regulations for the Use of the Tibetan National Flag, Emblem, and Anthem. The bill was proposed by a committee appointed by the Tibetan Parliament-in-Exile, established to standardize the Tibetan national flag and emblem, including their design, shape, color specifications, and the prescribed length of the Tibetan national anthem.

The session commenced at 9:30 a.m. with the presentation of the committee’s report by its Chair, Parliamentarian Geshe Lharampa Atuk Tseten.

This was followed by the first reading of the proposed rules and regulations. The bill was introduced by Committee Secretary Parliamentarian Tsering Lhamo and supported by Committee Chair Geshe Lharampa Atuk Tseten. After extensive deliberation, the bill passed its first reading.

The session then proceeded with legislative business concerning the Rules and Regulations for Salaries and Other Allowances for the Supreme Justice Commissioner and other Justice Commissioners. An amendment to the bill was proposed by Parliamentarian Geshe Lharampa Atuk Tseten and seconded by Parliamentarian Geshe Atong Rinchen Gyaltsen. The proposed amendment passed its first and second reading.

The house proceeded with the discussion on the budget of the Bureau du Tibet in Brussels under the Department of Information and International Relations (DIIR). Discussion on the budget of the Bureau du Tibet, Brussels, remains open for the next seating.

Secretary-General Sonam Dorjee of the Tibetan Parliamentary Secretariat announced the leaves of absence and outlined the list of business for the following week.
