Dharamshala, 22 September 2026: The sixth day of the second session of the 18th Tibetan Parliament-in-Exile commenced with deliberations on the annual report of the Department of Home (DoH). DoH Kalon Palden Dhondup provided clarifications on the questions and issues raised by members of the House.

The session then proceeded with the presentation of the précis report for 2025–2026 of the Department of Finance (DoF) by Kalon Tsering Dhondup. This was followed by the presentation of the Standing Committee’s reviewed report on the detailed annual report of the DoF for 2025–2026 by Parliamentarian Kunchok Chodon Juchen.

A motion to deliberate on the DoF’s annual report was subsequently moved by Parliamentarian Gonpo Dhundup and seconded by Parliamentarian Gyaltsen Choekye Gagya.

Following the presentation of the Kashag’s clarification by Kalon Tsering Dhondup, the House deliberated on the overall functioning of the Green Book section. Members particularly noted the increase in voluntary Tibetan contributions compared to the previous year. The House also discussed challenges associated with low participation in the department’s Green Book digital portal program and explored possible ways to improve its outreach and accessibility. Members encouraged Tibetans in the diaspora to make their voluntary Tibetan contributions.

Further discussions focused on facilities at the Staff Mess, including the provision of nutritious, fresh, and balanced meals to CTA leaders and staff members. The House also deliberated on the technical support provided by the Tibetan Computer and Resource Centre (TCRC), as well as various program and projects being implemented under the TCRC. Discussions also covered the awareness and training program conducted by the Women Empowerment Desk (WED) to prevent sexual and gender-based violence (SGBV) and promote gender equality.

Other issues discussed included the current status of Gang Jong Development Finance Private Limited (GDP), the functioning of the Compliance Cell, internship program under the Tibet Corps, and Blue Book contributions.

All queries were duly addressed by Kalon Tsering Dhondup, Minister of the Department of Finance, who provided clarifications on the concerns raised by members. The House appreciated the overall functioning of the department and the work carried out by its staff under the leadership of the Kalon and Secretary.

The session continued with the presentation of the précis report for 2025–2026 of the Department of Education (DoE) by Kalon Urgen Tenzin. This was followed by the presentation of the Standing Committee’s reviewed report on the detailed annual report of the DoE for 2025–2026 by Parliamentarian Gonpo Dhundup.

A motion to deliberate on the DoE’s annual report was subsequently moved by Parliamentarian Geshe Atong Rinchen Gyaltsen and seconded by Parliamentarian Geshe Lharampa Atuk Tseten.

DoE Kalon Urgen Tenzin then presented the Kashag’s clarification. The discussion on the DoE’s annual report will be conducted in tomorrow’s sitting.
