Dharamsala: In accordance with Article 59 of the Charter of Tibetans-in-Exile,  the Third Special General Meeting of Tibetans from 3-5 October 2019 convenes today in Gangkyi, Dharamsala.

The opening ceremony commenced with ceremonial traditions (placing portrait of His Holiness the 14th Dalai Lama to the throne and recitation of Shijoe) by the monks of Nechung Monastery.

Followed by lighting of butter lamp and offering of Tibetan traditional scarf by Chief Justice Commissioner of Tibetan Supreme Justice Commission (TSJC), Speaker of Tibetan Parliament-in-Exile (TPiE) and Sikyong of Central Tibetan Administration (CTA). After that, the other Justice Commissioners of TSJC and Deputy Speaker of TPiE also offered Tibetan traditional scarfs.

The ceremony continued with singing of Tibetan National Anthem by the artists of the Tibetan Institute of Performing Arts (TIPA) and observation of a minute silence in solidarity for the demise of the Tibetan martyrs.

Thereafter, the opening session proceeded with serving of Draysil (sweet rice) and butter tea.

Speaker Pema Jungney in his opening speech, introduced program and the two agendas of the special general meeting to the delegates and advised them to participate and contribute as much as possible in the meeting.

He explained the 5-50 Vision of CTA and its four forums held till now. He also elucidated the reincarnation process of His Holiness the Dalai Lama and shared some statements of His Holiness the Fourteenth Dalai Lama on the issue of reincarnation.
