Dharamsala: The eighth session of the 16th Tibetan Parliament-in-Exile for the fiscal year 2019-20, scheduled from 20-30 September 2019, commenced today at 9:30 am.
The Hall, assembled with Speaker of the Tibetan Parliament-in-Exile and its Deputy Speaker, Sikyong of the Central Tibetan Administration along with his ministerial colleagues as well as the parliamentarians, sang the Tibetan national anthem after the session commencement announcement by the Speaker Pema Jungney.

Ascertaining the requisite quorum of the House, Speaker of 16th Tibetan Parliament-in-Exile Pema Jungney, in the presence of Sikyong Dr. Lobsang Sangay and his ministerial colleagues, and the fellow members of the parliament, began his session commencement address.

In his speech, Speaker highlighted the important actions completed in the past six months after the conclusion of 7th session of the 16th Tibetan Parliament-in-Exile (TPiE). He thanked Coordinator Mr. Janis Martin Skuja, Chief of Society “Latvian for Tibet” and all the participants of the 7th World Parliamentarians’ Convention on Tibet held from 7-10 May 2019 in Riga, Latvia.
He also briefed the House on the agendas of the ongoing session by introducing the official obituary references, official solidarity reference, etc. He urged Members of Parliament to exercise their participation in the proceedings with a sense of responsibility towards the people that they represent. He also appealed leaders of the exiled Tibetans to work in unity and set an example for the general public.

Thereafter, in accordance to the ‘Rules of Procedure and Conduct of Business of Session,’ a panel of Chairpersons and an Ad Hoc Committee was appointed.
Following the agenda paper, Parliamentarians Ven. Khenpo Sonam Tenphel, Mr. Lobsang Dakpa, Mr. Tsaneytsang Dhondup Tashi, Ven. Geshe Lharampa Gowo Lobsang Phende, Ven. Geshe Monlam Tharchin, Ms. Youdon Aukatsang, Ven. Khenpo Kada Ngedhup Sonam, Ms. Tsering Lhamo, and Mr. Lobsang Dakpa presented the official obituary references on the demise of former Parliamentarian from Nyingma sect. Late Thupten Nyima, former Kalon of Department of Security Late Dongag Tenzin, former Do-toe Parliamentarian Late Kunchok Norbu, former U-Tsang Parliamentarian Late Pema Tsewang, former US Senator Late Richard Lugar, former CM of Delhi Late Sheila Dikshit, former CM of Madhya Pradesh Late Babulal Gaur, former member of Lok Sabha Late Ram Chandra Paswan, and former Union Minister of India Late Ram Jethmalani respectively. A minute of silence was duly observed in the House to mourn for the deceased.

Parliamentarian Ms. Youdon Aukatsang presented the resolution on solidarity with the Tibetans inside Tibet consisting five points, which was supported by Parliamentarian Ms. Tsering Lhamo.

The House continued with discussion over the aforementioned resolution providing suggestions by the members of the parliament.
Kalon Karma Gelek, Department of Religion and Culture presenting precis 2018-19 annual report
Ven. Karma Gelek Yutok, Kalon of the Department of Religion and Culture, thereafter, presented the précis 2018-19 annual report of its main ministry office as well as of institutions under it. While Parliamentarian Ven. Khenpo Kada Ngedhup Sonam presented the Standing Committee’s reviewed report on the same. Parliamentarian Mr. Tsaneytsang Dhondup Tashi tabled the motion for debate on the aforementioned reports, supported by Parliamentarian Ven.Geshe Lharampa Gowo Lobsang Phende.
Accordingly, Kalon Karma Gelek of the Department of Religion and Culture provided kashag’s clarification.
Today’s session unanimously adopted 1 official solidarity resolution.
