Dharamsala : The 7th day of the fifth session of 16th Tibetan Parliament-in-Exile commenced with its first list of business at 10:00 am with Speaker Ven. Khenpo Sonam Tenphel chairing the session.
In today’s house, the Recurring Budget (rgyun gron sngon stsis), Special Recurring Budget (smigs bsal sngon stsis) and Surkyol Budget (zur bkol sngon stsis) for the fiscal year 2018-2019 of various Central Tibetan Administration’s (CTA) foreign missions, which function as official agencies of CTA under the Department of Information and International Relations were approved unanimously by the members of the parliament.
The Recurring Budget (rgyun gron sngon stsis) for the fiscal year 2018-2019 of offices of 61 Regional Tibetan Freedom Movement, including its Special Recurring Budget (smigs bsal sngon stsis) as well as the 2018-2019 Recurring Budget (rgyun gron sngon stsis) of 33 Tibetan communities abroad were also approved unanimously.
The 2018-2019 Recurring Budget (rgyun gron sngon stsis) and Special Recurring Budget (smigs bsal sngon stsis) of Election Commission, Public Service Commission and Department of Religion and Culture were also approved in unanimity.
The members of the parliament also passed in unanimity the the Recurring Budget (rgyun gron sngon stsis) of the head office of Auditor General and its four branches, including the Special Recurring Budget (smigs bsal sngon stsis) of its Dekyiling branch.
The Recurring Budget (rgyun gron sngon stsis) and Special Recurring Budget (smigs bsal sngon stsis) of the Department of Finance as well as its four different Surkyol Budget (zur bkol sngon stsis) were also approved unanimously today.
The 2018-2019 Surkyol budget (zur bkol sngon stsis) of Department of Health including the Recurring budget of 14 branch clinics under its jurisdiction, 4 Primary Health Centers and Ngeonga School for Tibetan Children with Special Needs were also approved unanimously.
Today’s session saw the election of a new Kalon as per the second list of business. In accordance with the provisions in Article 22 of the Charter of Tibetans-in-Exile, SIkyong Dr. Lobsang Sangay presented Dr. Pema Yangchen Ed.D, a doctorate scholar from University of Northern Iowa as the Kalon candidature. Due to the absence of unanimous approval, Speaker called for vote on the candidate. Following a majority vote with 26 against 15 and 3 blank votes, she was thereby, approved as the new Kalon by the members of the 16th Tibetan Parlaiment-in-Exile.
